When this article was written in 2021, a new Somaliland law on regions and districts had already come into force in 2019.
For instance the Sahil Region has now 8 districts, not 5. And the Maroodi Jeex region has now 19 districts. All the legal texts are here: The (Somaliland) Regions and Districts Self-management Law, No. 23/2019. See also here. I am not a German speaker else I would correct the article myself.
Anyone undertaking this task may also wish to adapt the relevant chapter of the article "Verwaltungsgliederung Somalias".
